Hi,
It should be replaced or repaired. It protects the undercarriage from heat and helps prevent things you drive over from sticking to the exhaust or even catching fire.
The easiest thing to do is this. Remove the bolts that held it in place. Take one of them with you to the hardware store. Tell them you need fender washers that will work with the bolts you have. Fender washers have a smaller opening and a larger than normal outside diameter. They should span the damaged portions and hold the shield in place.
