My trucks temperature goes up when parked but when driving the temperature goes back to normal what does mean

It means you're not getting sufficient air flow through the radiator at low speeds. That is due to an inoperative radiator fan. The fan isn't needed at higher speeds when natural air flow is all that's needed.
