Tail lights/ parking lights not coming on

1990 Dodge Spirit 4 cylinder. Parking lights / tail lights do not work. Bulbs are fine and fuses are fine. Is there a relay that could cause this problem and if so, is it under the hood and if so, how do I tell which one it is? Headlights, backup lights and turn signals all work fine.

Have you tried tracing the wiring to see if you can locate where the power is lost? Is there power at the fuse?

Yes, there is power at the fuse. I have done some tracing but was trying to save some time if it was just a matter of a bad relay. I just don't know if this circuit has a relay

I don't believe there is a relay for the lights.
