1999 Subaru Impreza Engine oil seen on tailpipe

I recently observed oil coming from my tailpipe. I traced it to one of the cylinders. Oil is also seen to leak from one of the engine breather pipes. Where is it coming from and what do I need to do to fix it? I add about 500ml of oil every 1000miles, in between service

Also, my engine hesitates to rev up from a stop. I have to rev it first.
