Strangled while driving feels like something is clogged up

Feels as if the air filter is just completely blocked and I get this feeling when I try to downshift, transmission is fine, but it feels like something is clogged up. No codes, would you go with a clogged up catalytic or an EGR?

Also when I bought it at auction the EGR harness was disconnected, not sure if a dealer did that to Arbitrate it or the previous owner did, so I connected it back. Same with or without it being connected. I also have a pending code for the EGR but not sure if it's because it was disconnected before, no check engine light now.

However, I would suggest starting with making sure that the exhaust is not clogged. Do this by removing the upstream o2 sensors and drive the vehicle to see if it is a little better. If the converters are clogged then this will allow them to be vented and the power should improve.
