Steering wheel shaking violently.

When applying brakes the steering wheel shakes very aggressively no matter the speed. The sound it makes is coming by the telescoping lever underneath the steering wheel above the brake pedal. I turned the steering wheel back and forth without the ignition on and it makes a metal on metal noise.
