When applying the brakes the steering wheel shakes violently?

When applying brakes the steering wheel shakes very aggressively no matter the speed. The sound it makes is coming by the telescoping lever underneath the steering wheel above the brake pedal. I turned the steering wheel back and forth without the ignition on and it made a metal-on-metal noise.

Thanks for the video, it helps. To me I would look at the front rotors which if they are warped it will make this sound/action. If they are okay, it sounds like the power steering motor is going out, which is common. Here is the location of the motor and a guide to help as well so you can check it out.

You might be able to do a CAN scan which if the system has a code, it will help confirm the issue. You can get a CAN scanner (Controller Area Network) which will work on most cars from Amazon.
