These buttons are an input to the steering wheel control module and then the SCM sends the message to the appropriate module like the cluster or radio.
I attached the diagnostic for when this happens. Most likely the steering column control module is the issue but this should be confirmed prior to replacing it. The way to confirm this is to hook up a scan tool and see if when the button is pressed, the steering column control "sees" the button being pressed.
Also, you may have a code in the system indicating the SCM has failed. I attached a TSB that indicates this is a common issue. It appears the module fails because of static discharge from the driver's finger and the button shorts out the module. The only correction for this is the replace the module. However, just be careful if you are going to replace this yourself because it appears that it needs to be initialized with a scan tool.
