My steering wheel lights were flickering a few weeks ago and now everything but my cruise control doesn't work on the steering wheel.

More than likely this is caused by the clockspring. This keeps the electrical connector between the steering column and the steering wheel. Basically it is an electrical connection that is able to spin.
