Steering column/Steering column lock actuator

How do you drop the steering column on my car?
I have everything removed and disconnected but it is hung up on the left side on something that I cannot figure it out. I am trying to replace the upper steering column lock actuator and need to get the steering column housing out to work on it. Like I said, its hung up on the left side, seems like it needs to be tilted to be removed but even when that is done it is still stuck.
