Starter trouble

I have rebuilt the engine and the transmission. I have installed a pro module bypass system for the anti-theft system. The starter has been benched tested twice and was purchased new. I have tried to start the car and all I get from the start is the gear goes up to the fly wheel but does not spin. I have power to the starter, I have installed a ground onto the starter to the block with the same result. What could be my issue? All help would be appreciated.

Does the positive battery cable at the starter have twelve volts both with the key off and key on start?
Also, the starter already ground to the block by the bolts that hold the starter to the block, so that rarely is a bad ground unless of course the bolts are loose or there is paint on the starter mounting block surface. The ground that you should be concerned about is from the block to the negative battery post, so you could connect a jumper cable in between the block and negative battery post to rule out that ground.
