If putting the vehicle on a charger causes it to be able to turn the starter then we need to suspect the battery even though it is new. I would suggest having it load tested just to ensure the battery is good. If it is then we need to measure voltage at the starter when you are cranking.

Unfortunately we don't have a manual for this vehicle so I cannot provide the specifics about the wiring but we should have 12 volts all the time on the hot wire from the battery and then 12 volts on the other wire when you are cranking the engine. Here is a guide that will help with that:
