Speedometer and tachometer not working

Is there a fuse panel other than the one in engine compartment?

The fuse box for this vehicle is called the IPM and it is under the hood. I don't show any other fuse box for this. The BCM is under the dash but that should not have fuses in it. Some did in the earlier T and C but the 2001 does not.
