Should this work have been done

Hello, I went in to have my air conditioner fixed and Radiator fixed with a total of $1,800.00. I drove off and turned around because the air conditioner was not working. I was told I needed a condenser and to get the part and the labor would be covered. Now I am told I need to pay for the labor to replace the condenser and it was not included in the $1,800.00.
