Shifter/shift cable

Shifter moves freely. Changed cable. Cable moves at column but not at transmission. Do not have to step on brake pedal or unlock steering column for shifter to move.

The description leads me to believe the shift interlock on the upper end of the cable is not locked in properly and not adjusted. That would allow it to move without needing to step on the brake as the BTSI would not be engaging. However, if the top section of the cable moves and the lower section does not that also suggests the cable is possibly broken internally or the cable sheath is damaged and flexing. Does the top of the cable at the lever look like this image?
Item 3 is the cable adjustment lock. To adjust the cable you make sure that is pulled up. Then you set the transmission in park on the transmission lever end (fully rearward) now you make sure the shift lever is in park. Then you push the lock down. Now test that the interlock works and that it will only start in park and neutral.
