1995 Saturn SW2 speedometer

My son just bought a 95 sw2. His speedometer isn't working until you get into the higher speeds. 60 mph reads as 15 mph and needle flutters. His car has aftermarket rims with 14"tires but the car door label says it should have 15" tires. Is this the problem. Thanx

I dont think that the tires are going to effect the spedometer that much. Try driving the car up to speed and smacking the dash with the palm of ur hand if the spedometer shoots up to the correct speed then looks like its the spedometer it could be the speedometer or the speed sensor in the transmission iam leaning more towards the speedometer have seen alot more of them go bad good luck let me know what u find.
