1993 Saturn SL1 Fuel Pressure leaking down

I have replaced the fuel pump, the fuel filter and swapped out the Throttle Body with one that ran well on another car but cannot seem to get the fuel pressure to go above 28 psi and it goes away immediatly after the engine stopps running. Any ideas?

Crimp the return line to the tank and if pressure still is low then you will take a closer look inside the tank for fuel loss

Pinched off the return line and pressure dropped just the same-almost sounds like I can hear fuel running in the throttle body when the pump is on

The problem is in the tank. The loss is most likely between fuel pump and sender unit or the sending unit itself. Double check that you have 12 volts and a good ground at top of fuel pump sender. Also look at connector inside fuel sender for melted terminals.
