I will press the gas pedal all the way down and the engine itself revvs and work but the car itself won't accelerate. What do you think is the problem? I noticed this when it was pouring rain and it happened then. Can water in the gas tank cause this?

No water in gas wouldn't cause this, you have a transmission issue not an engine issue. Is the check engine light on?
