There are a couple of things that will cause this issue.
The most common thing is a relay that is sticking on. I am attaching the wiring diagram below for you to check the relay to start. Here is a guide that will help with this:

If the relay is not the issue, then we need to check the control side of the relay and see if they are being commanded closed because more than likely we have a control module issue that is causing them to remain on.
Basically, check the voltage using this guide on pins 85 and 86.
