Hi,
If you mean it revs up and down, it is likely related to the idle air control valve (IAC). The IAC is responsible for maintaining the engine idle speed. Oftentimes, it simply goes bad. Other times, there is carbon or dirt build where it mounts on the throttle body.
What I suggest first is to simply remove it and inspect for corrosion, carbon deposits, or anything that seems out of the ordinary.
