Common problem. The bottom of the tube just presses into the block. Remove the bolt the holds the bracket. If it has not rusted completely off you can try pulling straight up on the tube and see if it pulls out. If it does great. Slip the new tube in and bolt it down. If it is rusted through it can be a bit harder, I have used needle nosed pliers and stiff wire with a hook on the end to pull the stubs out. The tube extends a bit into the block so you can hook the end, get the tube partly out and grab it with the pliers.
