bonnet release

how do you open the bonnet on a renault safrane from the outside as the release cable is not
working

First of all I don't what a bonnet is and I have never seen a safraine. It must drive on the left side of the road! I do remember getting in my old Daulphine when I was stationed in the land of the Ruddy Hun. The "bonnet" latch was amid ships under the dash and it was a cream colored C shapped handle about 3" long and the HOOD opened backwards.
