1996 Renault Clio very very heavy steering ,feels unsafe

Hi i bought a clio prima 1.2 RL 96 reg.
The steering is unbelievably heavy and this model has no PAS so wud i need a new steering rack and if so how much wud this cost new or used and labour ?

check tyre pressures b4 changing rack ... a new rack is around £120 new and around £30 from recycle yard .. labour is around 2 hours at £50 p/h at independant garage ...
