1996 Renault Clio very very heavy steering ,feels unsafe

Hi i bought a clio prima 1.2 RL 96 reg.
The steering is unbelievably heavy and this model has no PAS so wud i need a new steering rack and if so how much wud this cost new or used and labour ?
