The red light security indicator stays on and the car wont start whatsoever. I recent replaced the battery so the battery should be fine and also replaced the alternator.

Hello thanks for using 2CarPros. The security system may need to be reset due to the battery replacement. Here's a guide to help: https://www.2carpros.com/articles/how-to-reset-a-security-system

Hey, so I did what the article told me to do and now the red light is off, however the speedometer and tachometer are just clicking now consistently? The car still wont start and even with the key out of the ignition it still clicks.

They're clicking? Do you mean jumping up and down or just a clicking noise coming from the instrument cluster?

They're all clicking and raising just a little, like every two seconds.

I would have to say at this point, the body control module needs to be scanned to see if theres any codes stored. With the key out there shouldn't be any activity going on. Does the car even crank over?

After a little research, make sure the battery terminals are extremely clean and connected tight. A bad ground can cause this issue too. Go through and find as many ground connections you can, including under the dash and engine compartment and make sure there's no corrosion or poor connections. These vans seem to have this issue quite a bit. Can you take a picture of the battery connections for me and post it here please? A lose connection behind the instrument cluster may be adding to the problem as well. Check all the fuses as well, under dash and in engine compartment.
