Let's try a soft reset. Do the following.
With power on, press and hold both left and right track selectors (top left) and the star on the top right of the screen all at the same time.
Hold them until the screen turns off then release the buttons
You will receive a welcome (VW) and then after a few seconds, it will power off.
Wait approximately ten seconds and turn the system back on and see if that helps.

If that doesn't help, try a hard reset.
Press set up
Select "System"
Select "Factory Settings"
Select "All"
Select "Reset"
Confirm reset
Wait until factory settings is listed and select OK

Try these things and let me know if it helps. If it still fails to connect, you may have gotten a bad system. A hard reset takes everything to factory settings and should allow the Bluetooth to operate.
