rattling comeing from the engine near the serpentine

i start up the car, and the loud rattling noise comes from near the serpentine belt and its horrifically loud and its while i idle and in park, the oil is new and clean free of any bits of metal. Belt doesnt want to go sometimes, but after a few start ups it will spin and that rattling will re appear
