I don't feel the two are related. The radio likely has a speed-sensitive volume control. When you come to a stop, the volume will lower, and the faster you are driving, it will automatically increase the volume.
I found a video showing how to turn it on and off. Try this and let me know if it fixes the issues with the radio.

As far as the wipers, there is a rain sensor that may be causing the issue. I do remember seeing a technical service bulletin of the wipers staying on low when the switch is off. Are you able to turn the wipers off?
The only thing I can think of that could tie these together is if there is an issue within the steering column. There is a steering column control module (SCCM) that may have failed and caused issues.
Here is what I'm going to suggest: The CAN-bus system needs to be scanned to determine if there are any diagnostic trouble codes stored in the SCCM. CAN stands for controller area network. Basically, all the modules/computers are tied together via a few wires. This type of scan will identify fault codes regardless of the module storing them. Here is a video showing it being done:

If turning off the speed-sensitive volume doesn't stop the radio problem, the module I mentioned needs checked. It is also responsible for wiper control.
