question: is my fuel filter something I can change myself?

My truck intermittently boggs down when i press slightly on the gas pedal at 45 mph. I've noticed it a few times, then i tested it just to be sure I can state exactly whats happened.

Is your check engine light coming on. If so start there with getting the codes read and post the numbers here.
Without having a code to give a starting direction, there are any number of things that can give a symptom like that to include
Low fuel pressure
vacuum leak
intake snorkel leak
glitch in TPS sensor, etc, etc
