The rear wiper skips while being used, causes cluster to blink?

So, I have the vehicle listed above I’m working on for someone. He brought in the car saying rear wiper was not working properly and stalled car. Upon inspection, it was found that the rear wiper when turned on causes the cluster to blink and sometimes causes car to stall due to a CANbus error. I’ve tried substituting rear wiper motor, ignition switch, wiper stalk, cluster, TIPM. I even ran new wires from TIPM to wiper motor. Following tests on Alldata tells me to replace rear wiper motor, which has done nothing, it has ground, power, and signal. The signal wire is the issue, it only gets 7v when actuated. When wiper is unplugged, there is 11v on signal wire, when wiper is installed it has 0.2v before use. When CANbus goes out, it is can bus B. Unplugging the cluster and plugging it back in enables the can bus again but changing the cluster did not fix it. Only the rear wiper has issues. When the rear wiper is on, the front wipers do not work. The rear wiper jumps across the glass instead of a smooth motion. I’ve directly tried jumping ground from battery and power to rear wiper to see if those were issue and it is not. If I apply 12v manually to the signal wire, the wiper works normally. I don’t know where to go from here.

It sounds like the ground is bad at the rear wiper motor (G302) which is located at the B or C pillar. Here is a guide to help test it and the wiper wiring diagrams so you can see how the system works:
