My car has being having this chirping sound since I replaced the alternator and now I look at the power steering pump just behind the pulley its covered with oil residue. I know the chirping noise is coming from either the power steering pump or the alternator. The noise goes away when I spray water I tried spraying soapy water on the belt to see if maybe the belt was duty with oil, but it keeps doing the same thing. I do not know if I have a bad pump or bad belt.

Chirping belt is usually a sign that the belt is worn and the tensioner is getting weak. It also sounds like the shaft seal in the power steering pump is starting to weep. Use some cleaner to clean up the oil with a brush/rags. That way you can see if it is leaking bad or just long term weeping. Next change out the belt and tensioner.
