Can it be driven if all power steering fluid leaked out?

Well, technically, yes it can be. But you will burn up the power steering pump doing so and it will cost an arm and a leg to fix it. I would suggest finding and fixing the leak. It could be something as simple as a loose hose clamp (I have seen it before).

To check it:

- Put some fluid in it. Then start it and let it run for a minute, and add some more fluid until it is full.

- Then get a helper to turn the wheel back and forth while you look for fluid coming out. If it is a big leak, it will be from a pressure hose and will be spraying out.

- Once you find the trail, simply follow it.

- If you do not find a trail with the car running, it may be leaking from the steering reservoir, which could be a slow leak. You would just shut the truck off for a while and leave it alone. When you come back to it (maybe in fifteen minutes) it might have a small puddle under it. Then just start immediately above the puddle and follow it with your hand until you find where it started.

As an addition, one popular leak on the steering system is the power steering cooler. It is mounted in front of the radiator and is nothing but a S-bend piece of tubing, they rust through and leak, usually at the bends where they go through the radiator support. If that is the case and you do not run it off road a lot you can just bypass the cooler.
