Wow, they left you a mess. The first thing we need to do is determine where the short is located. Since that one circuit breaker powers both seats, disconnect the passenger side. Also, make sure the driver's side connector is disconnected if it isn't already. See if you still get a spark. If you do, we will need to work backward to find where the short is.
Make sure there is nothing in the fuse box that could be causing the problem. Also, the orange wire at the seats is the power supply. Make sure they aren't touching anything that could cause them to short.
If it still sparks, disconnect the battery. Check for continuity to ground on both pins to which the circuit breaker connects. Actually, if you would rather prevent sparking, you can do this. With the battery disconnected, you shouldn't have continuity to ground. Disconnect the neg battery terminal when you do it.
I hope I didn't just confuse you. It's my thought process. If connectors are disconnected, there should be no continuity to ground, so rather than causing things to short, you can do it this way. They cut everything and removed the circuit breaker for a reason. We need to figure out why.
