Possible speed bump damage

Hi, I bought this car a few weeks ago and have been over speed bumps twice since. Both times there was a scrapping noise, but yesterday sounded worse. I looked under the car and saw a bit of metal (?) hanging down. Not sure if this was already there or damage as a result of going over the speed bumps. I’m thinking of trying to push the metal piece back up tonight and see if that makes a difference. I’m keen to know if Alfa Romeo’s are usually lower than other cars? And whether I should be taking the car to a garage? Thanks!
