1990 Pontiac Transport fuel over loading and flooding plugs

When my boss and I started on his van we had a bad coolant sensor sending the van into a full rich condition. Changed the sensor and plugs and changed the oil due to gas in the oil. When we started the engine it runs very rough and will not get over 2000 rpms wide open, have checked with a tech 1 and all seems to be in specs with the coolant sensor but still over fuels the plugs. Thought it might be the fuel pressure regulator. How would you check this? Do you have any other ideas as to what might be causing this problem?

REMOVE O2 SENSOR TO MAKE SURE THE CAT IS NOT PLUGGED. IF IT RUNS OK WHEN REMOVED THEN REPLACE THE CAT.

Thanks tim for the advice. But my boss said he tried this by removing the cross over pipe last nite. Didn"t change anything
