WHERE did you acquire the Starter: Auto Zone, Advance Auto, Pep Boys or some other cheap Auto parts dealer?
Some of these new or "remanuf(r)actured" starters are not that well redone. Some come with faulty Solenoids (the part that engages the starter gear onto the Flywheel). Sometimes 2-3 starters are required to finally get the right one from Auto Zone, Advance Auto, Pep Boys, etc.
I generally go to NAPA as it's usually a ONE TIME visit.
Sometimes just the act of removing and replacing a Starter enables the replacement of the Battery or Alternator, so go figure.
How OLD are the Cables attached to the Battery?
There could as well be Corrosion within them and this will cause a limited/erratic amount of Voltage to the Starter.
You might need to install a Heat Shield between the Engine/Exhaust Manifold and the Starter as Heat causes Solenoids to become useless and these will only click when engaged.
