2003 Pontiac Grand Prix raining

When it rains outside, somehow the rain is going thru the heater and puddling on the passengers side floor. What do I need to check or fix to stop this problem

Remove cowl and check sealant for holes/missing sealant. Use black RTV to reseal.

I have had this problem in the past.
At the bottom of the windshield on the outside under the cover at the bottom of the windshield there is a rubber piece that can fall off and then the water leaks in through there.
