Does this EGR have a vacuum line to it?
EGR (Exhaust Gas Recirculation) should not flow at idle.
When you replaced it, you should erase the code with a scan tool.
When EGR flows at slow/idle speed it will cause the engine to die, so you are getting EGR flow when you should not.
You should always clean the EGR base and tube to get carbon deposits out.
The EGR pintle should be at the closed position at idle, and is activated by PCM depending on coolant temp, RPM and IAT.
If your scan tool can read in live data mode, look at when the PCM is commanding EGR flow. If it is NOT commanding flow at idle or slow speed, then there is a mechanical problem with the EGR, pintle, or tube to intake.
If PCM is commanding flow at idle or slow speed then the PCM is the problem.
You may have to take it to a dealer or trusted garage where they have sophisticated scanners which can test the EGR (turn it on and off) to see if PCM is at fault or EGR system.
