When accelerating at a slow rate, my rpm gauge on the dash begins to bounce around 2000 rpms. You can also feel the movement when driving down the road that usually last around 3 to 5 secs. I have taken it to two gm dealers. Replaced spark plugs, spark plug wires, and fuel filter. It still continues to happen.

It is possible the gauge itself is bad. GM can test the gauge.

If not gauge, the ignition system is generating "noise" that is interfering with tach readout.
This is normally caused by a bad wire(s), but since you had them changed, I would suspect gauge, or possible ignition module.
