If it only happens when your car is sitting still, the most likely possibilities are: your radiator is getting clogged, or your water pump is on its last leg, or your cooling fans are not working right.
First thing you want to do: check your level of coolant. Then with your car idling at normal temp, make sure your cooling fans are coming on when the car starts overheating.
If your level of coolant is okay and your fans come on, that leave you with a possible clogged radiator (in which case you need to take it to a radiator shop to have it clean, or replace it altogether) or a bad water pump (unless it's leaking, the only way to check it is to remove it to inspect it).
There's also a chance that your thermostat is not working right; the part costs around $5, so replacing it to see if it fixes your problem is not a bad idea, and it may just save you a lot of money and trouble in the long run.
