When the car is moving the heater works fine, but when stopped or in park the heater blows out cold air. What could be causing this?

Hi, the only thing I can think of, the flow through the heater core slows down at idle, because the water pump rpms slow down at idle. If your heater used to work great at idle, in cold weather, and now it doesn't, there may be other issues?

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
