I have been experiencing low power steering fluid, whining, vibration in my steering wheel, bubbles in my power steering fluid, some type of leak, and hard steering. What could this be?

Everything you described suggests that you have a leak.

You'll need to find the leak and repair it.

Does a 2000 Grand Am GT have a variable assist power steering pressure line?

That's wouldn't cause you to have low fluid level.

But give me the last 8 digits of your VIN and I can pull up the BOM sheet for your car.

Nothing is going to cause the low fluid level except for a leak.

The bubbles are either from getting so low that air is sucked in at the pump, or it could be sucking in where ever the leak is.

The hard steering, and vibration are from the bubbles.

And the whining is also probably from the air bubbles.

Solve the leak, and most or all of your problems will go away.
