1999 Pontiac Grand Am steering wheel lock

Car starts and engine runs fine, steering wheel remains locked.
revving engine seems to release lock(probably coincidence).
How do I fix?

You will probably have to change or repair the key cylinder lock.

Key cylinder is in dash, not connected to steering column.
These models do not have a steering lock.
I've been told the power steering pump is going out.

Even if power steering pump was bad, you should be able to turn (with great effort).

So the steering wheel does not lock when key is removed?
