1999 Pontiac Grand Am Security Light Blinking on my DashBoa

This problem has happened to me twice in which I go to start my car and the car won't start because the security light on the dashboard starts to blink. The car cranks like it is going to start but doesn't because after that the security light which I do not have a security system in my car or I even use prevents me from starting my car. Well anyway I have to wait till the light stops blinking which may take 10 or more minutes before I can start my car and after that my car starts and the light goes completely out. I wanted to know what is making this happen is there a security thing that needs to be deactivated. It seems like my car thinks I am breaking in could it be the key that I am using because the key has a special sensor in it that if a duplicate key was made I have to go back to the dealer. I am not sure and I haven't taken it to a mechanic because like I said this doesn't happen everyday and they will tell me mam we cannot duplicate the problem so I am troubleshooting this myself. Try this

GM PASS LOCK RELEARN- Ignition to "run" position, try to start and let key return to "run" position
Approx ten minutes security light will go off
Turn key "off" and wait 5 seconds
Repeat 2 more times for a total of 3 relearns.
Turn key off, then start it

Is 'run position' when the ignition is all the way on, or in that mid-point where the radio comes on but the AC isn't on?

All the way forward where everything is on, but not far enough forward to crank the engine
