1999 Pontiac Grand Am Car idles

I have 1999 Pontiac Grand Am. When I start the car it starts ruff and when I turn it off and it will start to idle rough around 500 rpm. When I drive it drives fine but when I come to a complete stop it will also start to idle ruff at 500 rpm. Sometimes and I don't know why but it won't idle at all it will stay steady at 1000 rpm.

Most likely Idle Air Controler try removing and cleaning out carbon.
