Engine Cooling problem

Hello, I have a 1999 grandam which has been over heating this past two weeks, replace t-stat, brought it in to have the resovor replaced, hole, and to replace the radadior, cheaper to replace than clean, I was told.
Well anyways, tech. replace resovor and radaditor, after doing an over all check of the car, (mind you they told me I could come get the car, which was yesterday evening at 4:50, they said they did not get parts till 3:45 plus. but they didn't have time to check the car out. So, they called me this morning to say the car has blown heads. My questions: should they have noticed this before installing parts, maybe not able to get pressure, but water in the oil.
I guess my question is: does everyone replace rad. and resov. to only find out the heads are blown? I would think in this day and time we should have gauges, or something before going through all that. Please advise.
