2000 Pontiac Firebird Reduced Engine Power

When I start my car, it starts fine until I get into the gas and then my reduced engine power comes on and the motor hesitates violently and the car shakes and it sounds like something is choking the motor and this is all while it's still parked. I have to let the car warm up to 210 degrees or I can't drive it because it just crawls if I don't let it warm up. My taillights are out and I've checked and replaced the fuses and they still don't work but my main problem is the engine, I had a mechanic who worked on it said it could possibly be something wrong with one of the components in the throttle body. It's really annoying that I have to wait about 10 mins. To let the car warm before I drive it. Any help would be greatly appreciated.

I would first check the idle air control valve which is usually located right on the side of the throttle body, then check for vacuum leaks or a pinched vacuum line, after that check spark and fuel
