I went through this problem for years. It has something to do with the clockspring. A while ago there was a recall and I got mine fixed for free, but this problem never stopped.
If you haven't put in a new cluster yet, when you start your car, get you shift out of the way, say in drive, use your right fist and pound around the 70 mph area (on the face). Or on top of the the dashboard above PRND gauges and it may kick on.
This is still temporary. I had a new cluster put in 3 months ago and still have to bang it once in a while.
A used cluster from another plym cost me $120.00 (part & labor).
