Engine idle too high. Erratic idle.

1988 Plymouth sundance.
2.2 fuel injected (tbi)

When I start the car the idle will go up to about 1000 rpm. I think normal should be about 250 - 500. Idle is almost smooth but is a little bit rough. If I drive around the block and then park, the idle will be around 2000 rpm.

I have been over the whole vacuum system. I have replaced bad hoses and got rid of all the plastic hoses.
Oxygen sensor is new.
Plugs and wires are new.
compression is 130 - 150 in all cylinders.
fuel pressure is normal - 14.5

What else should I check?
