There's a service bulletin for this. What you can boil it down to is to use a cotter pin puller, (that's a pick with a right angle bend on the end, and a screwdriver handle), to pull the dust boot back a little where the steering shaft goes through the firewall, inside the car, below the brake pedal. Spray some Mopar Spray White Lube in the gap between the boot and the rotating shaft. You can use a screwdriver too instead of a cotter pin puller. All you need is something to pull the boot back a little.
