1996 Plymouth Breeze odometer stuck speedometer doesnt work

Hello, I have a 96' Plymouth Breeze 2.0 SOHC, that has 2 problems that occurred at the same time. A problem with odometer - it lights on but is 'stuck' at 106k miles for 2 months now and another is the speedometer -it is death, does not show me the speed. Everything else work. I replaced speed sensors input / output nothing happened. (Everything started after I parked the car underneath the sprinklers)
I don't know if is a mechanical(wheel sensor) or electrical problem (a shortcut or a loose wire) .
Just before I start the car (first position at the ignition switch -when all the lights came ion an the dashboard ) the speedometer pointer moves up just a little bit and when I turn the car off it cames back to zero.

Is the check engine light on? Have it scanned for B codes, either the cluster is no good or the BCM. If all other exterior lights seem ok cluster is most likly the problem, but a scan will show for sure.

Well, I tried to have it scanned several times, but the scanner can not connect ( an error ), the check engine light came on recently, and vent off. Everything works on the car but the speedometer ( death ) odometer ( stuck at 106K) and the cruise control.

Go to the dealer and have your PCM reflashed there is a tech bulliten on chrysler cars with this problem. You will not be able to pass a state inspection until you do!
